City of Greer recognized for performance management leadership

Published on Wednesday, July 11, 2018

The City of Greer has been recognized for its data-driven management and reporting efforts for the fourth consecutive year by the International City/County Management Association (ICMA).

ICMA awarded the City of Greer its first Certificate of Distinction for its role as a national leader in government performance management.

“Performance management is a bedrock principle of professional local government management,” ICMA Executive Director Marc Ott said. “By recognizing these leaders, ICMA hopes to encourage others to make a commitment to collect and analyze data, report it transparently, and use it to continuously engage their communities and improve their organizations.”

Certificates are based on established criteria and are awarded at three levels: achievement, distinction, and the highest level of recognition, excellence.  Recipients at all levels collect and verify data to ensure reliability, train staff in performance measurement, and report data to the public through budgets, newsletters, and/or information provided to elected officials.

Certificates of Distinction are awarded to those who also provide comparative and benchmarking information to the public, use performance data in strategic planning and operational decision-making, and share their knowledge with other local governments through presentations, site visits, and other networking activities.

The City of Greer is among 13 jurisdictions nationally to receive the Certificate of Distinction, and one of just 57 recognized overall.

“This award validates the high value the City of Greer places on its performance management and reporting,” said Mike Sell, assistant city administrator. “Those efforts not only allow us to measure effectiveness of service across departments, but also provide a means through which our customers can view, at a glance, the work being done by different departments.”

ICMA will recognize recipients at its 104th Annual Conference in September, and in the October issue of Public Management magazine.

ICMA, the International City/County Management Association, advances professional local government management worldwide through leadership, management, innovation, and ethics. ICMA is second only to the federal government in the collection, analysis, and dissemination of data focused on issues related to local government management.
