Dear Dave,
I’ve seen lots of companies marketing pre-paid debit cards for kids. They seem to position them as a way parents can set spending limits for their children. Do you think these are a good idea? It seems to me they are just a form of conditioning to get kids to rely on cards.

Purple Heart winner and WWII hero Eugene H. Mathis, Jr., died Wednesday in Spartanburg.
6:35 p.m. update
Greer CPW reported Thursday night it was working to repair a second water main break and issued a boil water advisory for customers living off Wood Road, Matts Lake Road, Judson Avenue, Lawton Street and Clark Avenue. Customers should boil their water for one minute for the next 24 hours.
Greer CPW crews were able to isolate a water main break to a 10-inch water line so no boil water advisory will be needed by Greer Memorial Hospital and the Children's Medical Center.
A water main was hit by a contractor at the intersection of South Buncombe and Brushy Creek Roads around 2 p.m.

While the summer months have many of you scattered across the state and nation, I'm sure you are very well aware of the abrupt scenario surrounding the V.C. Summer nuclear facility in Fairfield County, a joint-effort project of Santee Cooper and SCANA. Due to the bankruptcy of Westinghouse, the lead contracting company and a subsidiary of Toshiba, the project has come to a complete stop, causing thousands to be laid off with nothing to show for the ratepayers and taxpayers who have faithfully done their part and sought a return on their investment.

Dear Dave,
My husband opened his own commercial painting business in May. He knows he will have about three months in the year where he’s making little to no income. We’ve gotten $1,000 set aside for our Baby Step 1 beginner’s emergency fund, but because of that down period he would like to skip paying off all our debt except for the house, which is Baby Step 2, and move to Baby Step 3 and put an emergency fund aside. I can understand his thinking, but I wanted your thoughts on the idea.
